WITH GM(Pers): GS, SNEA(India) and GS, AIBSNLEA along with AGSs met
GM(Pers) and discussed:
1. JTO(T) to SDE(T) DPC: Since the CR & SR from
almost all the Circles reached BSNL CO we requested to expedite the
DPC process. GM(P) assured that he is trying to complete the DPC by
this month end so that promotion orders can be issued by mid-April.
We also demanded to clear entire 1993 year in this promotion order by
taking into account of the 2008-09 vacancies also. GM(P) informed that
it is not possible to clear the entire 1993 year initially as DPC is
going to be held for the vacancies of 2006-07 and 2007-08 only. For
the 2008-09 year vacancy DPC, CR & SR of the last year also has
to be called.
2. SDE(T) to DE(T) DPC: We requested to expedite the
DPC as this work is done by a separate team. However the success depends
upon the Circles which are yet to send the CRs. All other C/Ss are once
again requested to expedite the process.
We also requested to consider all the tenure transfers
and request transfers in the cadre of SDE and DE prior to the promotion
orders. GM(P) assured to consider the same.

Meeting to sort out anomalies contained
in the draft Gr A RRs: GS and AGS, Com Khan, along with President and
GS of AIBSNL EA had extensive discussions with GM(SR) and GM(P) to sort
out various discrepancies contained in the draft Gr A RRs in the context
of understanding reached at between the united forum and the management
of BSNL. After detailed discussions, it was agreed to incorporate appropriate
changes in the draft Gr A RRs, keeping in view the recommendations of
the Joint Committee. Meeting with Dir (HRD): Director (HRD) called us
along with AI BSNL EA to know our views regarding recruitment of about
400 JTOs and 210 DGMs exclusively for sales, marketing, HR and finance,
having specialization in respective wings. We opposed the lateral recruitment
of both JTOs and DGMs on the grounds that it shall lead to innumerable
problems in terms of introducing multiple cadres with different RRs.
On the issue of merger of HR functions, we strongly pleaded for complete
and immediate integration of HR functions of all disciplines as decided
by the BSNL Management more than five years before. We urged upon Director
(HRD) to initiate immediate steps in the direction of bringing about
total merger of HR functions of all the wings existing in BSNL. Meeting
with CMD: Later on, we had discussion with CMD on both these issues
where we reiterated the stand taken before Director(HRD) on lateral
induction of DGMs and recruitment of JTOs in areas of sales, marketing,
HR and finance. The CMD emphasized the need of Lateral entry in the
cadre of DGMs since it was urgently required in the interest of the
company for lack of professionals in Marketing, HR, finance and sales.
However, we maintained our stand on grounds stated by us before Director(HRD).
However CMD clarified that lateral induction of DGMs is not going to
affect our promotional aspects as it will be over and above the existing
sanctioned strength of DGMs. We pleaded for some more time for expressing
our final opinion on the issue of lateral induction of DGMs. We seized
the opportunity to impress upon CMD to expedite action in the direction
of bringing about total merger of HR functions of different disciplines
of the Organization. Subsequently, Director (HRD) informed GS that BSNL
Management shall not downgrade the scales of JTOs and SDEs and assured
GS that timely and appropriate action is being initiated to give appropriate
mid scales to JTOs and SDEs, in consultation with administrative ministry
i.e DOT. However, GS strongly pleaded with Director (HRD) to give E2
and E3 pay scales to JTOs and SDEs of BSNL at par with MTNL and in line
with the decisions of DPE on IDA scales in CPSUs.

Heartiest congratulations Comrades
- Neck of the bottle (JTS bottleneck) finally smashed after more than
three decades - greatest and radical breakthrough in functional path
of executives - new and radically improved functional promotion policy
for executives.
In a rather historic development, significant
ground was covered in the direction of achieving real and everlasting
breakthrough in the functional career growth of executives when the
committee, constituted to examine the impact of outside recruitment
at STS on career growth of executives and suggest appropriate ways to
get rid of deadly decades old stalemate prevailing in DOT/BSNL in the
functional promotion path of executives, particularly JTOs, SDEs and
adhoc STS and equivalent in other streams made sweeping, fundamental
and radical recommendations with regard to functional growth of executives.
The salient feature of the recommendations is:
A) Change of pay scale on non functional
basis will be accompanied by change of designation i.e on each financial
upgradation, there will be change of designation, as is prevailing in
other CPSUs. Change of designation will take place on functional promotion
also. Thus, the designation of an executive shall indicate his functional
as well as non functional status. This is a step aimed at introducing
CPSU cadre hierarchy.
B) Fifty percent of total STS posts
will be filled up by TES Gr B & equivalent on regular basis through
seniority cum fitness, and the remaining STS posts will be filled up
on adhoc basis by eligible TES Gr B & equivalent. Existing adhoc
STS officers will be, immediately after promulgation of new RRs, regularized
in STS to become eligible for regular promotion to JAG. Necessary relaxation
of requisite qualifying service to regular STS to enable them to become
eligible for promotion to regular JAG will be duly considered. The posts
of JAG remaining unfilled, after filling up JAG vacancies on a year
to year basis in accordance to the provisions of about to be promulgated
RRs, shall be filled up by regular/adhoc STS, as the case may be.
C) Integration between regular STS
(seniority cum fitness quota) and MTs ( through internal competitive
examination and outside recruitment in equal proportion) shall take
place in JAG in the ratio of 1:1 i.e fixation of inter se seniority
between regular STS (seniority cum fitness) and MTs (50% through internal
competitive examination and 50% through outside recruitment) shall take
place in JAG in the ratio of 1:1 i.e 50% regular STS from seniority
cum fitness quota, 25% MTs from internal competitive examination and
25% MTs from outside recruitment. This means that JTOs/TES Gr B and
equivalent shall henceforth occupy 75% JAG vacancies on a year to year
basis, in sharp contrast to not a single vacancy of JAG being occupied
by promotees on regular basis as of now. In addition, about 2500 STS
posts( i.e 50 % of 5000 STS posts) shall be occupied by TES Gr B on
regular basis, not a single STS post is being presently occupied by
TES Gr B on regular basis.
C) The issues of service weightage,
one time upgradation of JTOs/SDEs and granting of first financial upgradation
after four years to those not reaching the minimum of next scale etc.
shall be considered separately in future as an when additional/fresh
inputs on these issues are given to the management.
D) Two affiliates of the united forum
i.e NTEA and AIGETOA recorded their disagreement over the recommendations.

of GSM equipment, Withdrawal of order of 16th June, 2007 of DOT regarding
liability of government for payment of pension to absorbed employees

with Dir (HRD) on 27th Jul 07 on expeditious resumption of the DPC process
for promotion of SDEs to STS. The Dir (HRD) expressed very positive
sentiments on the issue and replied that he expected no further hitches/
impediments in going ahead with the process. He also called the officers
concerned and directed them to go ahead with the DPC process.

All the District secretaries are requested to
keep liason with Secretaries of other associations/unions of Joint Forum
and make the organizational programme decided by SNEA (I) HQ with Joint
Forum a grand success. The program and instructions of HQ are as follows:
Joint forum of Unions/Associations of
BSNL unanimously has decided to go on strike on 11th July, 07 and in
case the issue of immediate procurement of 45.5 million GSM lines is
not resolved, the strike shall continue indefinitely. Prior to going
on strike on 11th July, 07 from 0600hrs, following mobilization programmes
have to be observed.
A) Massive lunch/closing hr demonstrations
at Corporate office/CGM/SSA level along with wearing of black badges
on 6th and 7th July, 07.
B) Full day dharna on 9th/10th July 07 at corporate office/CGM/SSA HQs.
C) Strike on 11th July, 07 from 0600 hrs which shall continue indefinitely
in case the issue is not settled.
We have to make the programmes of organizational action
a complete success so that the strike of 11th July, 07 from 0600 hrs
which is to continue indefinitely in case the issue is not settled is
total and it has its impact in terms of creating compulsion on MOC &
IT to immediately act and decide on the highly delayed issue of placing
purchase order for procurement of complete 45.5 million GSM million
lines. We are all fully aware about the threatening consequences of
continuing delay in procuring GSM equipment and the great impending
danger of cancellation or modification of already approved tender. Any
GSM equipment not inclusive of 3G component is meaningless and shall
be totally disastrous from point of view of future growth of BSNL. We
have to take great effort to explain the implications of the delay in
purchase of equipment and also of cancellation or modification of the
tender. Modification of the tender by eliminating 3G component is going
to be most dangerous. Our role and responsibility in this crucial struggle
is simply going to hold the key. We have to understand and recognize
the critical position that we hold and the strategic and cohesive role
we have to play in the context of complete mobilization and success
of this crucial struggle.

2006 along with comprehensive and compact Technical Hand Book.
All the District secretaries are requested to send the total requirement
